Implementing Small Eagle EHC in your Tribal Justice System
In an effort to make the Small Eagle electronic home confinement as affordable for the tribes as possible, there are no up front equipment fees. Many other EHC companies require $300 to $500 per unit in fees. In addition, Small Eagle EHC does not have a minimum equipment order and will cater to small Tribes and Villages that may only require one or two EHC units.
Step 1
The court/judges determine how often they think they will sentence defendants to EHC. From that information the decision is made on how many and what kind of EHC units will be needed. Once that number is determined the Tribe would sign a contract with Small Eagle EHC the use of the equipment and our 24 hour monitoring service. If a contract is signed for more than 1 year discounts may apply & costs at the time of the contract are guaranteed not to increase over the life of that contract.
Step 2
Once a contract is agreed upon and signed we will ship the equipment to your area and send a trainer to instruct your probation officers or designated agents on the use. Your probation officers or designated agents will learn how to use the equipment; how to place the equipment; how to enter the data with our center; and how to activate the system. Instruction on how to read the reports and interpret violation pages or text messages is also provided. Small Eagle EHC provides generic forms and documents, such as court orders, defendant schedules, EHC rules and regulation, etc, that can be adopted by the Court and Probation Department for use with their new EHC program.
Step 3
Defendants are normally allowed to go to work, school, treatment, court and medical/dental appointments. However, the court/judge may allow or disallow scheduling as seen fit. The Probation Officer will provide defendant schedules to the Small Eagle EHC monitoring center, thus setting the curfew periods for the defendant who will be monitored. These schedules can be modified at any time.
Step 4
Probation Officers or designated agents will need to obtain and carry pagers or cell phones. The Small Eagle Monitoring Center will communicate with the probation officer via a page or text message when reporting any violations noted. It is the responsibility of the Probation Officer to decide whether or how to respond to the reported violation.
Note: If Probation Officers do not have access to pagers or cell phones, a report on each monitored client can be faxed or emailed to them. In some cases, Probation Officers can access their client information online directly from our system with a special access code.

RF Monitoring at Home: The Ankle Bracelet transmitter communicates with the Charging Station within RF Range.
GPS Tracking at Work and in the Community: The PTU transmitter (worn by the offender) stores location every 10 seconds.
Passive PTU uses phone lines, while the Active PTU uses cell towers.

Requirements
Voice Identification:
Phone service is required and cell service can be used in some cases. The client does not have to remove special features from their phone line.
Alcohol Monitor:
Phone service is required and NO special features are allowed on the system.
GPS Passive:
Phone service is required and NO special features are allowed on the system. In some cases cell phones may be used.
GPS Active:
Phone service is desired but GPS Active can operate without phone service since a cell phone is built into the system. In order for the system to function the area where the client lives and works needs to have cellular "Data" signals.

Fees & Billing
Our program fees begin at $4.00 per day up to $14.00 per day, depending on the system in use. Discounts are available based on quantity ordered, length of contract or special Tribal needs. We do not charge initial equipment fees or deposits. There is a $20.00 start up fee each time a client is activated, with the exception of the Voice Identification system.
Voice Identification:
Daily fees apply only for the days the client is active on the system.
Alcohol Unit:
Daily fees apply for the days the client is active on the system. There is a shelf fee if the unit is not in service.
GPS Passive:
Daily fees apply for the days the client is active on the system. There is a shelf fee if the unit is not in service.
GPS Active:
Daily fees apply for the days the client is active on the system. There is a shelf fee if the unit is not active.
Tribes are billed monthly for the equipment assigned to them based on shelf days and active days. Payment is due upon receipt of the bill. Tribes may charge the defendants a fee for their time on the program to recover part or all of the fees, thus costing the Tribe little or nothing at all for EHC service. The Courts often view the opportunity for client's to stay out of jail and to continue employment as incentive to pay the daily EHC fees.

Loss or Damage of Equipment
Because Small Eagle EHC does not charge equipment start up fees we require that each Tribe assume responsibility for the loss or damage of equipment by the defendant. Tribes often can try to recover those costs from the defendant.

Contract Modifications
If the Tribe decides they need additional equipment, a modification of the contract can be completed and the equipment shipped to the Tribe in a very quick, efficient manner. Request to reduce the number of units held by a Tribe will be negotiated on a case by case basis.
