With ever increasing demands on Tribal justice systems and facilities and with new Tribal Courts and Police Departments developing each year, there is a critical need for affordable and functional sanctions for convicted adult and juvenile offenders and for monitoring of pre-sentenced offenders.

Many Tribal communities have:

1) No or limited adult facilities.
2) Jail facilities that are often over crowded
and expensive to house offenders.
3) No or limited juvenile facilities.
4) No program for pre-trial defendants, creating
a potential flight risk.
5) No program to monitor sex offenders.

There are several companies offering Electronic Home Confinement (EHC) services to communities throughout the United States. There is NO EHC company that is Indian owned and operated that has knowledge and experience working directly with Indian Country on Criminal Justice issues except for Small Eagle Electronic Home Confinement. There is NO EHC company that donates a significant share of its profits to a program that benefits Native American Youth and creates scholarships for tribal justice professionals except Small Eagle Electronic Home Confinement. I created this company to provide a needed service to tribal communities and to support Native youth. The intent of this program is so significant to me that I named it after my ancestor, Chief Lawyer, whose youth name was Hol-Lol-Sote-Tote or Small Eagle.
